Cullen and Deskford Community Council operates under the Scheme of Establishment as defined by Moray Council and is one of 17 community councils in the Moray Region.

Community Councils are made of office bearers, elected from the community council membership, and a number of community councillors. There can also be Associate Members of the community council, not elected during an election cycle but approved by Moray Councils democratic services and the host community council members.
Moray Council is also represented on the community council by the local elected councillors, as ex-offico members.
